No I don't know an app that changes your ip adress. Why would you want to block your ip? You can change your ip adress using command prompt there's different videos on it.

and this can be used to get past an IP ban, instead of making new accounts.

I have been having trouble with this I can succesfully change my ip adress on my computer but when I look at the wifi ip adress on my iPhone it stays the same?

If you looked in the settings->general>about....that was probably the MAC adress for ur ipod wich is unique to each device
